How do I create more depth in my landscape images?

I think of depth as a hierarchy of planes: foreground, midground, background. When those planes share the same tonal weight the picture reads flat, so I deliberately make them read differently so the eye has a clear path through the scene.

In Lightroom, how do I balance the exposure in a sunset seascape when the sky is bright but the rocks in the foreground are too dark?
